New Jersey recognizes that untreated substance misuse and mental illness have a significant fiscal and human impact on government, individuals and families. The Council annually submits a Comprehensive Statewide Alcoholism and Drug Abuse Master Plan, inclusive of a state government component, to the governor and the state legislature.The Plan shall incorporate an overview of the state's prevention, treatment, and recovery efforts, with an emphasis on prevention unification. 

The GCADA Task Force on Heroin and Other Opiate Use by New Jersey's Youth and Young Adults released it’s report, Confronting New Jersey's New Drug Problem: A Strategic Action Plan to Address a Burgeoning Heroin/Opiate Epidemic Among Adolescents and Young Adults, was released in March 2014.
